IERPE is conducting an ex-post evaluation for the PASTR II on behalf of the Dutch embassy and in partnership with the Center 4 Evaluation and Development at the University of Mannheim and PARTICIP.

The PASTR II or "Programme d'Appui au Sous-Secteur de Transport Rural" (Rural Transport Sub-Sector Support Program) first ran from 2012-2013. Currently, the project has begun its second phase from 2014 to 2017.

The goal of the PASTR II project is to contribute to economic growth and reduce poverty by improving mobility in rural areas of Benin in a durable way. This objective will be achieved through the periodic maintenance/development of rural roads, the commissioning of public transport projects using the intermediate means of transport in lacustrine municipalities of Benin, and the capacity building of the different actors involved in the project implementation.

The evaluation aims to assess the relevance, effectiveness, efficiency, impact and sustainability of the program, and to make recommendations for further program implementation.
